Subject: [PATCH] fix: robust env configuration for Telegram bot deployment

Root cause: the deploy workflow assumed .env existed and only set the
token without enabling the Telegram channel. Multiple failure points:

- .env file might not exist (grep/sed fail silently)
- config directory might not exist on first deploy
- PICOCLAW_CHANNELS_TELEGRAM_ENABLED was never set to true
- config.json might be missing (no fallback to example template)
- No verification of configuration after writing

Changes:
- Ensure /opt/picoclaw/config/ dir and .env file exist before writing
- Use helper function for safe key=value upsert in .env
- Set PICOCLAW_CHANNELS_TELEGRAM_ENABLED=true when token is provided
- Copy config.example.json if config.json is missing
- Add config verification output showing what was configured
- Show recent container logs on successful start for debugging
