fix(mcp): send empty object instead of nil arguments in CallTool + tests

---
Fix per compatibilità con server MCP TypeScript basati su Zod. Aggiunti test unitari per verificare che arguments=nil venga normalizzato a empty map.

- Normalizza arguments=nil a map[string]any{} prima di chiamare CallToolParams
- Previene errore 'expected record, received null' con Zod
- Aggiunto test unitario per verificare il comportamento
