feat(tools): add configurable timeout for exec tool
- Add TimeoutSeconds field to ExecConfig - Support environment variable PICOCLAW_TOOLS_EXEC_TIMEOUT_SECONDS - Apply configured timeout in NewExecToolWithConfig - Default to 60 seconds for backward compatibility - Add tests for timeout configuration Fixes #906
