The Makefile is now a thin compatibility layer.
All task logic is delegated to the `opsctl` Go wrapper binary (`cmd/opsctl`),
so command semantics are preserved while moving orchestration out of shell scripts.
You can run the wrapper directly for faster iteration:

go run ./cmd/opsctl help
