fix(gateway): resolve duplicate route registration panic
The /api/research/config endpoint was registered twice in RegisterAgentAPI, causing a panic on gateway startup. Combined the GET and PUT/POST handlers into a single handleResearchConfig function that dispatches by HTTP method.
