ci: fix go generate not running in subdirectories (#807)

Browse source 
Changed `go generate ./cmd/picoclaw` to `go generate ./cmd/picoclaw/...`
so that the workspace embed in cmd/picoclaw/internal/onboard is correctly
generated before building.
