Subject: [PATCH] perf(agent): cache ListAgentIDs() result before MCP tool
 registration loop

ListAgentIDs() was called on every iteration of the inner tool loop,
causing repeated allocations. Capture the slice once and reuse it for
both agentCount and the registration loop.
