fix(docker): build with whatsapp_native tag and publish picoclaw-whatsapp image

Browse source 
Switch Dockerfile default build target to build-whatsapp-native-docker so the
image is compiled with -tags whatsapp_native. Also publish the picoclaw-whatsapp
tag alongside sushi30 and sha-* in the CI workflow.

Closes #37
