Update Neo4j test URL in workflow configurations

- Changed the NEO4J_TEST_URL from "neo4j://localhost:7686" to "neo4j://localhost:7687" in both pr-test.yml and unit-test.yml to reflect the updated Neo4j service endpoint.
- Cleaned up whitespace in the OpenAPI signin configurations for better readability.
